IMHO some of those wacky folks in the nicer Middle Eastern regions and countries got it right about thieves. I recall reading an article a long time ago about how in either Saudi Arabia or the UAE many folks just leave their keys in their cars when they park em for the night in their driveways, cause really no one ever steals cars there, cause when they do, they only do it ONCE, and its consequences are made public for all interested to see. :)
